Nondiscrimination Statement

The district prohibits discrimination and harassment on any basis protected by law. This includes, but is not limited to, an individual’s perceived or actual:

  • Race

  • Color

  • Religion

  • Sex

  • Sexual orientation

  • Gender identity

  • National or ethnic origin

  • Marital status

  • Age

  • Mental or physical disability

  • Pregnancy

  • Familial status

  • Economic status

  • Veterans’ status

The district also prohibits discrimination because of the perceived or actual protected characteristics of any person with whom an individual associates.

“Race” includes physical characteristics historically associated with race, including natural hair, hair texture, hair type, and protective hairstyles, as defined by ORS 659A.001.


Areas of Protection

Discrimination and harassment are prohibited in all district operations, including:

  • Employment, assignment, and promotion of staff

  • Educational opportunities and student services

  • Student placement in schools and classes

  • Student discipline

  • Facility use and access

  • Educational programs, materials, and activities

  • Accessibility and participation in public meetings


Improving Human Relations

The Board encourages staff to:

  • Promote positive human relations within schools

  • Respect all individuals

  • Maintain effective channels for patrons to raise concerns


Civil Rights Coordination

The Board designates the Assistant Superintendent as the district’s Civil Rights Coordinator.

The Superintendent appoints district contacts for:

  • Americans with Disabilities Act (ADA)

  • ADA Amendments Act (ADAAA)

  • Section 504 of the Rehabilitation Act

  • Titles VI and VII of the Civil Rights Act

  • Title IX of the Education Amendments

  • Other civil rights and discrimination concerns

The district will notify students, parents, and staff of these contacts, including names, office addresses, and phone numbers.

The district maintains published complaint procedures providing for prompt, equitable resolution of complaints. These are available at the district administrative office and on the district website homepage.


Prohibition of Retaliation

The district prohibits retaliation against any individual who:

  • Opposes discriminatory actions or practices

  • Files a complaint

  • Testifies, assists, or participates in an investigation or hearing

The district also prohibits coercion, intimidation, threats, or interference with any person exercising their rights under state or federal law.
